为(wei)加强集(ji)团(tuan)(tuan)承包(bao)(bao)商管(guan)理(li),促(cu)进集(ji)团(tuan)(tuan)工程项目(mu)施工管(guan)理(li)上水平、出(chu)样板,自2020年9月8日以来,龙佰集(ji)团(tuan)(tuan)修(xiu)订完善《承包(bao)(bao)商管(guan)理(li)制度(du)》,并有效(xiao)实施。在集(ji)团(tuan)(tuan)安全监管(guan)部和焦(jiao)作(zuo)(zuo)(zuo)园区生产基地及(ji)承包(bao)(bao)商单位(wei)的(de)共同努力下,历时8个月的(de)承包(bao)(bao)商管(guan)理(li)工作(zuo)(zuo)(zuo)取(qu)得了明显成效(xiao)。目(mu)前(qian),集(ji)团(tuan)(tuan)承包(bao)(bao)商管(guan)理(li)制度(du)已(yi)在焦(jiao)作(zuo)(zuo)(zuo)园区有效(xiao)运(yun)行,并在公司及(ji)承包(bao)(bao)商单位(wei)产生了良(liang)好反响。
集团开展承包商安全专项检查工作
集(ji)团《承(cheng)包商管理(li)制(zhi)度》经反复修订后(hou)更(geng)具规范性和可执(zhi)行(xing)性,按照合同执(zhi)行(xing)阶段共分七(qi)个(ge)步骤执(zhi)行(xing),分别为:承(cheng)包商的选择(ze)、安(an)全(quan)合同准备、招投标、安(an)全(quan)培训、现场管理(li)、评估(gu)及归档、清退机制(zhi)。
2020年11月1日(ri),焦作园区承包(bao)(bao)商(shang)(shang)的选(xuan)择开始全(quan)面运转(zhuan),所有参与招(zhao)投标的单位(wei)(物资(zi)供(gong)应类除外)均(jun)按要求提前办理入网审(shen)批流(liu)程,截至4月24日(ri),集团共审(shen)核完(wan)成411家(jia),对399家(jia)合(he)格承包(bao)(bao)商(shang)(shang)发放了承包(bao)(bao)商(shang)(shang)安(an)全(quan)资(zi)质证(zheng)书(shu)。
对(dui)于合格的承包商,集团(tuan)进(jin)行了(le)系(xi)统化(hua)(hua)安(an)全(quan)培(pei)训(xun)。2020年(nian)9月(yue)至今,安(an)全(quan)监管(guan)部(bu)共组织培(pei)训(xun)45场,培(pei)训(xun)3900余人(ren)次,其中危(wei)化(hua)(hua)品运(yun)输(shu)人(ren)员(yuan)70人(ren)。对(dui)于培(pei)训(xun)合格人(ren)员(yuan)核发门(men)禁卡(ka),自2021年(nian)1月(yue)1日起门(men)禁系(xi)统已(yi)正(zheng)式运(yun)行。凡(fan)持门(men)禁卡(ka)者方可(ke)进(jin)入厂区作业(ye)。
关于承包商(shang)管理(li)(li)的安(an)全(quan)(quan)合(he)(he)同(tong)及(ji)招投标管理(li)(li),2020年(nian)11月已正(zheng)式启(qi)动,经(jing)审(shen)查合(he)(he)格的承包商(shang)发标时随标书附带安(an)全(quan)(quan)合(he)(he)同(tong)及(ji)安(an)全(quan)(quan)传达确认(ren)书,投标书附带签字版的安(an)全(quan)(quan)传达确认(ren)书方为(wei)有效标,2021年(nian)4月份(fen)起,集(ji)团要求焦作园区所有承包商(shang)合(he)(he)同(tong)与安(an)全(quan)(quan)合(he)(he)同(tong)同(tong)时签订、同(tong)时执行。
为确(que)保承包商(shang)管(guan)理制度的有效(xiao)推(tui)进(jin),集团(tuan)工程项目部、焦(jiao)作(zuo)基地和新(xin)材料公司于2021年(nian)3月(yue)份起定期举行(xing)承包商(shang)月(yue)度安全(quan)例会,传达管(guan)理要求,强调安全(quan)管(guan)理事项,加强与(yu)承包商(shang)的沟通(tong)与(yu)交流,促(cu)进(jin)双方(fang)合作(zuo)共赢(ying),共同(tong)成长(zhang)。
集团组织工程项目文明施工管理培训
根据集(ji)团(tuan)承(cheng)包商(shang)(shang)现(xian)场(chang)管(guan)理(li)要(yao)求(qiu),集(ji)团(tuan)级及(ji)基(ji)地级的(de)培训(xun)也有序推进。4月23日(ri)上(shang)午(wu),集(ji)团(tuan)组织开展了以“工程项目文明施工管(guan)理(li)”为主题的(de)承(cheng)包商(shang)(shang)管(guan)理(li)视频培训(xun),主会场(chang)设(she)在总部办公楼报告厅,攀枝花公司、德阳公司、襄(xiang)阳公司、新立公司、甘肃国钛公司等设(she)分会场(chang),集(ji)团(tuan)总裁助理(li)刘(liu)永波、刘(liu)清(qing)海,各大基(ji)地工程类专业技术(shu)人(ren)(ren)(ren)员及(ji)承(cheng)包商(shang)(shang)负责人(ren)(ren)(ren)、现(xian)场(chang)管(guan)理(li)人(ren)(ren)(ren)员约460余(yu)人(ren)(ren)(ren)参(can)加了培训(xun)。

新材料公司开展承包商安全管理培训
根据2021年4月20日集团下(xia)发的《关于发布(bu)集团承包商安(an)全管(guan)理(li)工作(zuo)要求的通知》精神,目前(qian),各基地因地制宜,正有序将承包商管(guan)理(li)工作(zuo)提升至一个新(xin)的高度。
承(cheng)(cheng)包商(shang)管理(li)任重(zhong)道远,下一步集(ji)团(tuan)公司将编(bian)制修订承(cheng)(cheng)包商(shang)现场作业制度,加强承(cheng)(cheng)包商(shang)入厂前(qian)二三级安全教育培训、承(cheng)(cheng)包商(shang)人员健康体检管控工作、安全员持证(zheng)上岗工作及不合(he)格承(cheng)(cheng)包商(shang)清退等工作,同(tong)时做好过程管理(li),以多种(zhong)方式(shi)强化(hua)管控,为促进集(ji)团(tuan)安全管理(li)的全面提升夯实基础。
